A LIGHTER MOMENT:
A woman in a hot air balloon realized she was lost. She lowered her altitude and spotted a man in a boat below. She shouted to him, "Excuse me, can you help me? I promised a friend I would meet him an hour ago, but I don't know where I am."
The man consulted his portable GPS and replied, "You're in a hot air balloon, approximately 30 feet above a ground elevation of 2,346 feet above sea level. You are at 31 degree, 14.97 minutes north latitude and 100 degrees, 49.09 minutes west longitude.
"She rolled her eyes and said, 'You must be an appraiser."
"I am," replied the man. "How did you know?"
"Well," answered the balloonist, "everything you told me is technically correct. But I have no idea what to do with your information, and I'm still lost. Frankly, you've not been much help to me."
The man smiled and responded, "You must be a loan officer."
"I am," replied the balloonist.. "How did you know?"
"Well," said the man, "you don't know where you are or where you are going. You've risen to where you are, due to a large quantity of hot air.. You made a promise you have no idea how to keep, and you expect me to solve your problem. You're in exactly the same position you were in before we met, but somehow, now it's my fault."

HVCC News: Congress
U.S. House voted to terminate the controverisal Home Valuation Code of Conduct (HVCC) once the Consumer Finanacial Protection Agency (CFPA) begins operations.
We need to write letters to our Federal Senators asking them to support HR4173 and the creation of a new Consumer Financial Protection Agency. We also need to include in our letters that it would be good to have professional appraisers work with the Director of the Consumer Financial Protection Agency in establishing new standards covering all financial real estate transactions.

(11/02/2009) Weekly Updates to the ASC for the National Registry- The TALCB now submits weekly updates to the ASC of new and renewing appraisers who are eligible to be listed on the National Registry. This expedites verification of an appraiser’s eligibility to perform appraisals in connection with federally related transactions. |

(11/02/2009) Appraiser Application Fee Increase Effective November 10, 2009 - The TALCB adopted amendments to increase appraiser licensing fees to fund the items provided under Senate Bill 1, 81st Legislature, Regular Session, 2009. Beginning November 10, 2009, the licensing and renewal fees will be as follows: Certified General Appraiser: $360 Certified Residential Appraiser: $310 State Licensed & Provisional Licensed Appraisers: $285 Appraiser Trainee: $155 |

(11/02/2009) Revised Appraiser Application Forms Effective November 10, 2009 - Appraiser application forms have been revised for consistency and to accommodate the increase in fees. Revised forms will be available for use for applications filed or postmarked on or after November 10, 2009. |

(11/02/2009) Request for Criminal History Evaluation – Appraiser applicants may seek a determination regarding their criminal history prior to filing an application for licensure. Applicants should submit a Request for Criminal History Evaluation form and $30 filing fee. Filing the request will allow applicants to obtain determinations as to whether their criminal history will prevent them from obtaining a license or certification prior to the payment of application filing fees. Requests will be processed under the same honesty, integrity, and trustworthiness standards as applications for licensure or certification. | ___________________________________

This Mortgagee Letter provides clarification and reaffirms Federal Housing Administration (FHA) appraisal requirements related to appraiser independence and announces new requirements pertaining to entities that are eligible to order appraisals for FHA insured mortgages.

MORTGAGEE LETTER 2009-29
SUBJECT: Appraisal Portability
This mortgagee letter addresses the portability of appraisals for the purpose of facilitating the loan process when a borrower switches from one Federal Housing Administration (FHA) approved lender (first lender) to another (second lender) and an appraisal was ordered by and completed for the first lender. This mortgagee letter will be effective for all case numbers assigned on or after January 1, 2010. ______________

Our new Greater Dallas Chapter web site is continually being updated and expanded. We hope it will become a good reference page for appraisers, real estate brokers, mortgage lenders, and the general public. If you are an appraiser you do not have to be a NAIFA Member to visit, but we would welcome you to inquire further about membership.
MEETINGS LOCATION: our monthly Chapter meetings are lunch meetings which are held on the first Wednesday of the month at 11:30 a.m. with the 2 hour Seminars (if scheduled) preceding at 10:00 a.m. Verify meeting location & date on the MEETINGS page as we may be at a special location.
Location of EDUCATION COURSES (4 hours or more) are usually scheduled at the Courtyard by Marriott ~ Richardson at Sherman St. & Spring Valley Rd. Verify location and get directions to the Courtyard on the EDUCATION page.
