Selling Guide Updates and Additional Guidance on Appraisal-Related Policies
This presentation of Fannie Mae SEL-2010-09 is an introduction to Chapter B-4-1, Appraisal Guidelines of the Fannie Mae Selling Guide. This material is copy write by Fannie Mae and is used by permission.
This presentation is presented with the expectation the student will either print the current appraisal section and self-study the updated guidelines or attend NAIFA's new 7 hour class which includes the appraisal section of the Selling Guide.

Important changes have been announced by Fannie Mae including:
- Inclusion of interior photographs in the appraisal report
- Lender changes to the appraisal value and guidance on addressing appraisal deficiencies
- Appraiser selection criteria
- Sources of comparable sales
- Communication under the HVCC
- Seller concessions
- Treatment of personal property
- Market Conditions Addendum to the Appraisal Report (Form 1004MC)

HUD MORTGAGEE LETTER 2010-20
TO: ALL APPROVED MORTGAGEES
SUBJECT: Implementation of Final Rule FR 5356-F-02, “Federal Housing Administration:
Continuation of FHA Reform—Strengthening Risk Management through Responsible
FHA-Approved Lenders”
"This Mortgagee Letter provides an overview of key provisions of HUD’s recently issued
final rule referenced above, and guidance to mortgagees on HUD’s implementation of this
final rule. This rule increased the net worth requirements for FHA-approved mortgagees,
eliminated FHA approval of loan correspondents, codified requirements of the Helping
Families Save Their Homes Act of 2009 (Public Law 111-22), and made minor modifications
to other aspects of FHA’s regulations governing lender activities. Changes to applicable
HUD Handbooks are forthcoming…"

MORTGAGEE LETTER 2009-28
SUBJECT: Appraiser Independence
This Mortgagee Letter provides clarification and reaffirms Federal Housing
Administration (FHA) appraisal requirements related to appraiser independence
and announces new requirements pertaining to entities that are eligible to order
appraisals for FHA insured mortgages.

MORTGAGEE LETTER 2009-29
SUBJECT: Appraisal Portability
This mortgagee letter addresses the portability of appraisals for the purpose of
facilitating the loan process when a borrower switches from one Federal Housing
Administration (FHA) approved lender (first lender) to another (second lender)
and an appraisal was ordered by and completed for the first lender. This mortgagee
letter will be effective for all case numbers assigned on or after January 1, 2010.

SUBJECT: Appraisal Validity Periods
This mortgagee letter announces a change to the validity period for appraisals used
for FHA-insured mortgages.

Our new Greater Dallas Chapter web site is continually being updated and expanded. We hope it will become a good reference page for appraisers, real estate brokers, mortgage lenders, and the general public. If you are an appraiser you do not have to be a NAIFA Member to visit, but we would welcome you to inquire further about membership.
MEETINGS LOCATION: our monthly Chapter meetings are lunch meetings which are held on the first Wednesday of the month at 11:30 a.m. with the 2 hour Seminars (if scheduled) preceding at 10:00 a.m. Verify meeting location & date on the MEETINGS page as we may be at a special location.
